Local Development Plan 3 – Update

Evidence Report

The Land Planning Policy team is making good progress towards the preparation of an Evidence Report, a key stage in the preparation of the new Local Development Plan (LDP3). A series of ‘Evidence Topic Groups’ were held in August and September 2024, attended by a range of local community groups, residents, key agencies, public bodies and other stakeholders. These have been extremely useful in exploring our evidence gathered to date and the feedback received will greatly enhance the draft ‘policy schedules’ as officers continue to work on and improve the content of the Evidence Report. The feedback supplements the information received during the early engagement exercise held during winter 2023/24.

There have been a number of adjustments to short-term timescales, however, the expected date of completion (adoption) remains unchanged.

Next Steps

As required by the Planning (Scotland) Act 2019, the Evidence Report must be approved by Council before it can be formally submitted to Scottish Ministers as part of the ‘Gate Check process’. Based on the revised 2024 Development Plan Scheme, it is anticipated that the Evidence Report will be submitted to the meeting of Council scheduled for 3 April 2025. Planning Consultations

Consultation is taking place on planning issues including the historic environment, housing and developer contributions for schools.

Members of the public, community councils, key agencies, groups and other stakeholders are being invited to have their say before 13 December 2024. Details of these are provided below.

Indicative Local Housing Land Requirement

Consultation is being held on a potential local housing supply target as part of the preparations for the new Local Development Plan (LDP3). The I-LHLR covers the whole of East Dunbartonshire and does not detail potential sites. Visit the LDP Housing page to find out more and have your say.

Historic Environment Planning Guidance Update

Revised advice for development proposals which would potentially impact the historic environment – to support the current Local Development Plan (LDP2). No changes to local designations are proposed.

Developer Contributions Guidance Update

Amendments to expected developer contributions relating to education requirements, where the development is likely to cause a catchment school to exceed 90% capacity or add to the roll in a school already exceeding 90% capacity. This reflects updated data on school rolls and current capacities.

Additionally, a drop-in session will be held on all of the consultations at Milngavie Library and Community Education Centre on Thursday 28 November 2024, between 2.30pm and 7.30pm – where you can access more information and provide feedback.

Free Carbon Literacy Training – Opportunity to Become Accredited

FREE Accredited Climate Emergency Training is available to help residents and people with ties to East Dunbartonshire learn what the Climate Emergency means for local communities and identify positive actions.

Training is being delivered by the environmental charity Keep Scotland Beautiful and has been designed in partnership with East Dunbartonshire Council and East Dunbartonshire Voluntary Action. It is fully funded by the UK Government with £42,175 being provided through the Shared Prosperity Fund.

Anyone with ties to East Dunbartonshire is welcome to attend. People representing local organisations, communities and businesses are particularly encouraged to get involved and Keep Scotland Beautiful is available to deliver bespoke group sessions.
