To run a business where petrol is stored for dispensing directly into the fuel tank of an internal combustion engine or a container you require a Petroleum Storage Certificate from the Council.

The fee is based according to the quantity of petroleum stored:

Less than 2,500 litres: £48.00 for each year of certificate
2,500 - 50,000 litres: £65.00 for each year of certificate
Over 50,000 litres: £137.00 for each year of certificate

The Petroleum (Consolidation) Regulations 2014 require that anyone operating a petrol filling station should have a Petroleum Storage Certificate issued by their local Petroleum Enforcement Authority. The Certificate can be paid annually, or for a period of up to 10 years in advance. The requirement applies both to retail and non-retail filling stations - those which dispense petrol to the general public, and those which only dispense petrol into their own vehicles or containers.

Any application for a Petroleum Storage Certificate must made within a maximum of six months and a minimum of 28 days before the day on which storage of petrol is to be undertaken at the dispensing premises.
