The proposed Kirkintilloch Community Sports Complex will be situated to the west of the Park Burn, off Southbank Road, Kirkintilloch, approximately 0.75km southwest of Kirkintilloch Town Centre. Located within Southbank Business Park, the Complex will be bounded by Lairdsland Primary School/Southbank Marina, the Forth & Clyde Canal and Robslee Cement Factory. As of February 2020, the Council has a commitment in its Capital Investment Programme to enable development of the site in full. This includes the creation of an access road, car parking and development of all facilities associated with the new Kirkintilloch Sports Hub.
Accommodation: 
The proposed Complex will include a full size 3G football pitch with floodlights and perimeter fencing, spectator stand and changing facilities.
Services: 
The new complex will benefit from mains water, electricity and gas.

Rates: 
The new Sports Hub will require to be assessed for Non-Domestic rates by the Assessor upon completion.
Costs / Terms: 
***UNDER OFFER*** The subjects are marketed with offers invited for Lease with all offers to be accompanied by a Business Plan, which demonstrates how the proposed Lessee will contribute to the achievement of East Dunbartonshire's Local Outcomes Improvement Plan. A copy of East Dunbartonshire’s Local Outcomes Improvement Plan is available on request and should be referenced in any attached Business Case/Plan. The Council are seeking an up-front contribution (in – lieu of an annual rental) for an initial 25 year lease period. Any offers unable to provide an up-front capital contribution will not be considered. The lessee will be expected to meet all operating costs associated with the Complex, including but not limited to utility costs, repairs and maintenance, cleaning, insurance, non-domestic rates (if applicable). In the event of a joint offer on behalf of two or more parties, or where the offerer is a newly created organisation then the offer must include details of the organisation, copies of its constitutional documents and details of its governance arrangements. The Council is not obliged to accept the highest or any offer and reserves the right (but is not required) to request that an offerer submits additional evidence in support of its offer. Further, the Council reserves the right to reject any offer which is incomplete or otherwise does not comply with these instructions. All offers for Lease should be submitted by 12 noon 29 May 2020. Late offers will not be accepted or considered by the Council All offers must be submitted in a plain sealed envelope. The offerer must not place any distinguishing mark on the envelope other than an address to which the offer may be returned if it is not submitted in accordance with the Council’s directions.
