Move to Monthly Pay
As part of our wider transformation programme, we are now progressing with a move to monthly pay.
This will see all Council employees and EDLC Trust move to being paid monthly. There will be no changes to Teaching employees and those covered by SNCT, who are already paid on a monthly basis.
Currently there are multiple, separate payruns managed across the Council and Trust. Each of these have different payrun dates, payment periods and deadlines for overtime and standby submissions which is incredibly resource intensive.
The benefits of changing to a monthly payroll include:
- Opportunity for effective financial management with fixed pay date each month
- Removes need for alternative pay arrangements for weekly payruns pre-Christmas and New Year
- Simplified overtime and standby returns with one submission date each month
- Greater efficiency in processing overtime and standby
- Greater efficiency and more straightforward to implement Pay Awards
- Eliminating tax issues for four-weekly pay when 14 payments fall in some years.
The aim is to implement this change from April 2025, meaning all employees will move away from weekly and four-weekly payruns, to being paid on the 15th of each month.
The specific details of transition arrangements, including how pay will be calculated for final current pay arrangements ahead of the move to monthly pay, will be developed for Thursday four-weekly, Tuesday four-weekly and weekly payruns and, will be included in a future Employee News.
A pilot of over 100 employees is currently underway.
Drop-in sessions

Further Support
Financial support in the way of bounce payments will be available to those employees who require help to manage personal budgets over the transition period to ensure that no-one is in a position of financial detriment. Details of the bounce payment and repayment scheme will be shared in advance with those who may be in this position.
The Employee Assistance programme is also available for those who may be concerned about the period of change, and tips for budgeting and changing household bills can be accessed via the Employee Zone.
A dedicated page for the move to monthly payroll has been published on the Employee Zone.
FAQs have been published on this page and will be updated regularly with the most popular queries. Please refer to this in the first instance as it may answer any questions you may have.
If you have any further questions, please send them directly to epqueries@eastdunbarton.gov.uk and one of the team will contact you as soon as possible with a response.
Please keep an eye out for future communications from now until April promoting the drop-in sessions and keeping you updated on the project.
