East Dunbartonshire Council’s Licensing Board (The “Licensing Board”) approved the East Dunbartonshire Statement of Licensing Policy at its meeting on 18 December 2018. One of the most significant changes in the Statement of Licensing Policy was the introduction of later terminal hours for premises on Friday into Saturday and for Saturday into Sunday. In both circumstances, the terminal hour for on-sale premises was changed to 1am.

On 12 March 2020, the Licensing Board approved a Draft Supplementary Policy to the  Statement of Licensing Policy. The purpose of the Draft Supplementary Policy is to provide clarity to premises licence holders of the expectations that the Licensing Board has of premises operating to the 1am terminal hour, including the consideration given by licence holders to staff returning home following the conclusion of their work in the later hours.

The intention of the Licensing Board was to commence consultation on the Draft Supplementary Policy in 2020. However, the consultation exercise was overtaken by the ongoing Covid-19 pandemic and the closing of many on-sales premises during the national lockdown. Now that many premises have reopened following the easing of restrictions, it has been decided to commence the consultation now.
