Technical Notes 2025, Issue 9 - Storm Eowyn Update (2) – Operational Arrangements for Friday 24 January 2024
The Strategic Leadership team and I, together with the Chief Officer, HSCP and General Manager, EDLCT have held emergency response meetings (in accordance with our civil contingencies protocol) following the confirmation of the Red Weather alert.
Operational emergency response services have been developed and will be place for tomorrow.
Further to our earlier Technical Note confirming the closure of all schools and Early Years Centres on Friday 24 January, I can confirm the following operational arrangements:
Schools & EYC associated matters
- Free School Meals - There may be minimal disruption to menus from Monday 27th through Wednesday 29th January as a result of the cancellation of all planned deliveries on Friday 24th A hot meal will still be available, and the intention is to keep as close to the menu as possible however there may be a number of substitutes or alternative food choices on those days
- School Transport – has been cancelled for tomorrow
- Early Years Payment – For those families who had paid for a session tomorrow, arrangements will be made to either recalculate their fee or, if appropriate, for a further session to be scheduled.
Council, EDLCT and HSCP Operational Buildings & Facilities
- Broomhill Depot – will remain open for the provision of emergency response services only. This will include the Emergency Response Centre, Roads, Greenspace, Property Maintenance and FM callout (where necessary)
- Southbank Marina HQ, Southbank House – will be closed
- KHCC – will remain open for delivery of essential front-line services
- All EDLCT leisure (including all grass and 3G pitches) and cultural (including Libraries) facilities will be closed
- Community Hubs will be closed. Residents can continue to contact the Council via telephone and online
- Community Centres will be closed
- Hilton Depot – will be closed
- Mugdock Country Park – will be closed for Council operations
- John Street, Ferndale and Pineview – FM will continue to provide services as normal at each of these locations.
Employee Working Arrangements
- All employees who are able to work from home will be required to work from home, unless they are engaged in providing emergency frontline services
- For those frontline employees whose service delivery has been suspended, they will not be required to report for work.
Impact on operational services
- Waste & Recycling Services – will be suspended on Friday. Further communications regarding recovery/catch back arrangements will be issued over the course of the next 24 hours. Residents are advised NOT to present their bins tomorrow until those recovery arrangements have been confirmed
- Mavis Valley Household Waste and Recycling Centre (HWRC) – will be closed on Friday and any appointment should be rearranged
- Fleet Services – Fleet workshop at Hilton will be closed, and standby arrangements put in place to support other Essential services and colleagues on standby
- Roads Network Operations – all planned EDC roadworks including resurfacing will be postponed. Winter Maintenance Standby will continue and support any weather-related issues that arise. Roads Technicians and Inspectors will work from home with not site visits or inspections. The team will liaise with Streetscene colleagues and external contractors to respond to any reports of fallen or damaged trees
- Roads Technical & Engineering – staff to work from home with no site visits or inspections. Flood defences will be monitored, and standby resources will respond to any reported flooding etc
- Streetscene Technical Support Team – staff to work from home with no site visits or inspections. The team will liaise with Roads colleagues and external contractors to respond to any reports of fallen or damaged trees
- Streetscene Operations – all grounds maintenance & street cleansing works suspended. Standby arrangements will apply. Burials to be postponed and Funeral Directors will be contacted to discuss alternative dates and arrangements. Burns, Watercourses and culverts will be inspected and cleared to minimise potential flood risk from debris
- Mugdock Country Park – all Council building and car parks will be closed within the park with staff working from home
- Property Repairs (including Housing) – non-essential repairs will not be carried out tomorrow and will be rescheduled
- Council Community Lets – will be cancelled on Friday
- Housing and Homelessness – emergency housing and homelessness services will be available
- EDLCT grass pitches – lets will be cancelled on Friday, Saturday and Sunday
- EDLCT leisure – all lets and bookings will be cancelled on Friday
- Sheltered Housing – Sheltered Warden services will be suspended on Friday. Telecare alarms will continue to be routed via the Emergency Response Centre
- Housing – Concierge services will be suspended on Friday.
HSCP
- Public Protection Social Work – there will be no routine social work fieldwork activity, but essential public protection issues will be responded to across both children and adult services
- Care at Home Services – all efforts will be made to ensure essential visits are maintained. There may require to be a reduction in visits and delays to response times for Telecare Community Alarm calls, but customers will be advised as required by the service
- Day Services – All day services will be closed with customers supported in alternative ways, including via the support of families. Customers are being advised of arrangements currently and will be contacted directly by the HSCP or commissioned providers of services
- Community Health Services (including General Practice) – emergency services will be maintained, and planning is ongoing with regards to the standing down of clinical based services. Home visiting services for nursing care will be maintained as far as possible for essential care.
Further communications will be issued should the situation change or if it is necessary to make further operational adjustments.
