The purpose of this Technical Note is to update Members in relation to the planned review by the HSCP of overnight support provision across 24/7 non-residential learning disability services. The review is inherent to the wider Strategic Review of Learning Disability Services, previously approved by the Integration Joint Board. 

Overnight care arrangements include the provision of wakened and/or sleepover (on call) staffing for the purpose of support or monitoring. Such provision should be provided in accordance with the assessed needs and level of risk associated to an individual or group. 

Overnight support provision costs the Health and Social Care Partnership (HSCP) in excess of £1.5 million per annum and is delivered to approximately 95 supported people.

In most cases overnight support arrangements are longstanding and have not kept pace with changes in legislation and transformative developments in technology enabled care (TEC). 

The review will combine an asset based, risk enablement approach to overnight support provision, commencing with the roll out of overnight support monitoring templates to internal services and commissioned providers. 

Benchmarking has highlighted similar reviews of overnight support, completed or currently underway across neighbouring authorities in the Greater Glasgow and Clyde area, and indeed throughout Scotland.
