Technical Notes 2025, Issue 4 - Roads & Neighbourhood Services 2024/25 Carriageway and Footway Resurfacing Programme – Quarter 3 Progress Update
- The purpose of the Technical Note is to provide Elected Members with an update on the 2024/25 Roads & Neighbourhood Services Carriageway and Footway Resurfacing Programme, following the completion of the second quarter of the financial year.
- The Technical Note highlights the work programmes associated with internal and external resources, as well as providing an indication to when this work is programmed to be
- In addition, the information also highlight which locations have tested positive for the presence of coal tar as this work will be undertaken solely by external contractors, as the spoil created is considered a specialised waste and needs to be removed from
- All works will be logged via the Scottish Road Works Register (SRWR), so that the road space was booked with no conflicting works at the location or on the diversion routes (if required). If a location is marked TBC the booking has yet to be completed and will be arranged during the coming financial year. Dates are subject to change as emergency works may be prioritised.
- The Service will provide a final quarterly progress update via Technical Notes in March 2025.
- The overall programme is subject to change and may evolve during the year, as the Service must react to circumstances g., utility emergency work may require the Service to postpone or alter timescales to accommodate statutory service providers who may take priority in emergencies.
- It should be noted that the programme and sequence of some locations have been altered from the previously issued Technical Note. This has been due to other works on the network impacting either directly on the planned location or the nominated diversion route. The team have attempted to substitute the locations and re-sequence the programme to ensure that the locations are caught later in the year.
- Cold Tar Testing is a requirement for planned resurfacing works that will also affect future programmes. Testing is ongoing and will shape which locations are progressed and by whom. Locations that test positive for Coal Tar will be undertaken by external resources due to the specialist nature of the waste materials created.

The Service has appointed an external contractor to increase the volume of work being undertaken on behalf of the Council. Upon completion of the pre-start meetings, the dates will be confirmed for sections 10, 11, 12, and 13.
In summary, the Service is commencing the year with the aspiration to complete the 63 carriageway and 25 footway locations listed but will add others if additional external resources can be secured during the financial year.
