    Winter Maintenance Update 1 to 6 January 2025

  • The purpose of this Technical Note is to provide Elected Members with an update on the gritting actions taken between the 1 to 6 January 2025 following the prolonged period of low temperatures and winter conditions
  • The Technical Note also outlines in section 9 the impact the inclement weather had on the delivery and completion of the Domestic Refuse Collection and Recycling Routes during the same period.

Background Information

  • The Council, as Roads Authority for East Dunbartonshire, has a statutory obligation under the provisions of Section 34 of the Roads (Scotland) Act 1984 to take such steps that are considered reasonable to prevent snow and ice endangering the safe passage of pedestrians and vehicles over public roads which, by definition, includes carriageways; footways; footpaths; and pedestrian precincts. Therefore, the Council has a legal responsibility to put in place appropriate and reasonable measures to address these issues
  • The Roads and Environment Winter Maintenance Policy sets out the Council’s Policy in relation to the operation and procedures for the treatment of the adopted public road network in order to address winter related issues
  • To ensure a consistent approach is taken to winter across all authorities, the Well Maintained Highways (WMH) code of practice, section 13 provides specific guidance on the approach to Winter Maintenance and Winter Maintenance planning.
  • The WMH Code of Practice provides guidance on all aspects of road maintenance, however only the section relating to the winter maintenance is referenced within the Winter Maintenance Policy document
  • Winter maintenance deals with regular, frequent, and reasonably predictable occurrences like low temperatures, ice and snow, as well as with other exceptional events (extreme rain and storm events)
  • The Roads and Environment Winter Maintenance Policy seeks to deliver a prioritised approach to the management of our roads network, with priority given to our main arterial routes and other roads on an assessed basis.
  • The Winter Maintenance Policy is available to all of the Council’s stakeholders via the Council’s website
  • Roads & Neighbourhood Services currently grit approximately 70% of the adopted Road Network as Primary Routes throughout the East Dunbartonshire area. The primary routes consist of main roads, bus routes, access to fire, police and ambulance stations, access to GP/medical facilities, steep/dangerous roads and at least one access road to each school in the area.
  • The remaining roads are categorised as secondary routes and cover local and general access roads, less used industrial roads and cul-de-sacs etc. The secondary routes are only usually treated during prolonged periods of adverse weather, once the primary routes are completed and when resources allow
  • The undernoted table confirms the notifications, actions and resources deployed during the recent inclement weather. The table also confirms the Waste Services actions taken during the same period.
