Details

1. There continue to be gaps in the HSCP management structure since the departure and promotion of some officers.

2. Recruitment to the role of HSCP Chief Finance and Resources Officer was unsuccessful at the last round and the post has been advertised (closing date -26th January). The shortlisting and selection process will commence immediately.

3. Interim arrangements are already in place to cover the gap in the Head for Community Health and Care Services role, and further interim arrangements have been put in place to cover the planned absence of David Aitken, our Head of Adult Services and Chief Social Work Officer for the next 3 months.

4. Interim arrangements are as follows:  

From 21st January;

  • Claire Carthy, Head of Children and Justice Services is also covering the role of Chief Social Work Officer to East Dunbartonshire Council. 
  • Stephen McDonald, Joint Services Manager, has taken on additional responsibilities to cover as Head of Adult Social Work. 
  • Karen Lamb, formerly General Manager for Specialist Children’s Services, has delayed retirement to support as Interim Head of Learning Disability Services and Clinical Mental Health,
  • Andrea Blair is now in place as the substantive General Manager for Specialist Children’s Services.
  • Fiona Shields continues to support in lieu of the Chief Finance and Resources Officer
  • Margaret Hopkirk, HR Manager, continues to cover the absence of Tom Quinn, Head of HR.
  • Leanne Connell and Dr Jude Marshall continue to undertake operational management responsibilities in addition to their professional roles as Chief Nurse and Clinical Director respectively. 
  1. As part of the HSCP’s financial transformation programme it is intended to undertake a review of senior management structures and operating models. The Chief Officer will undertake short term temporary recruitment for a period of 12 months to the Head of Community Health and Care Services post.

  2. Thanks are extended to all leadership officers who have stepping up to cover gaps in the substantive structure in furtherance of the HSCP’s aims to best meet the needs of local people and support the Integration Joint Board.
