Section

1.    The purpose of this Technical Note is to update Members on progress regarding the negotiations for the lease of the Kirkintilloch Community Sports Complex (“the Complex”) to Kirkintilloch Community Sports Club (“KCSC”).

2.    Members will be aware that negotiations have been ongoing for over a year and have at times been challenging. Notwithstanding, I am pleased to advise that the various legal documents have been concluded and earlier today colleagues from the Council’s Estates Team met with representatives from KCSC at the Complex and handed over the keys. 

3.    The Complex has been let on a 25-year lease and the rent comprises both a monetary and community benefits element. A thematic approach has been taken to the provision of the community benefits and will be agreed between the Council and KCSC on a recurring basis throughout the duration of the lease.

4.    KCSC has advised that it has various bookings already lined up and is preparing for a wider media campaign to advertise the availability of the complex. It is also engaging with local/community-based groups.

5.    A copy of the press release which is being issued immediately following the issue of this Technical Note is attached. This provides additional details.  Whilst the conclusion of the lease is now complete and will very shortly be I the public domain, many of the terms remain commercially sensitive for now and should not be disclosed.  Further comms will be issued in coming days, including a joint photocall at the Complex, involving the Council and KCSC.
