Technical Note details
- The Chief Social Work Officer (CSWO) is required to produce an annual summary report advising the Council of performance in relation to the discharge of statutory social work duties and responsibilities, and functions of the CSWO
- The CSWO annual report is structured by way of a standardised national framework developed by the Office Chief Social Work Advisor and this annual report covers the period 01 April 2023 to 31 March 2024 (Appendix 1)
- Local Authorities are required to appoint a professionally qualified CSWO under section 3 of the Social Work (Scotland) Act 1968 to ensure the provision of effective professional advice to Local Authorities and Integration Authorities in relation to the delivery of social work services
- The attached CSWO Annual Report 2023-24 for East Dunbartonshire provides information in relation to corporate parenting, child protection, adult protection and the management of high-risk offenders, and also the key role social work plays in contributing to the achievement of national and local outcomes
- The CSWO Annual Report additionally presents information on governance, service quality and performance, challenges, service improvements, resources and workforce matters
- The report reflects the key matters during the year 2023–2024, and was prepared by Caroline Sinclair, the HSCP’s former Chief Officer and CSWO prior to their departure in July 2024
- The CSWO function is now held by David Aitken, Head of Adult Services, and previous Deputy Chief Social Work Officer
